I doubt we'll ever know exactly what went on -- at least, not for quite awhile. But I think you're on to something. I think Bush and his Admin had a fair idea that there was going to be an attack, and decided not to do anything to stop it. I hope they didn't know it was going to be as big as it was. But I really think that they did know something, because there are just too many fishy details floating around, or that I heard about once in the news then never heard about again.
