It is meant as art, yes. I quite like it actually. Makes the roundabout not as boring as the majority of them.

Some roundabouts here in Apeldoorn also have weird stuff in them and I find it very distracting. One of them has this sort of truck from the gemeente coming out of the ground, really odd. I keep staring at it when we drive by (though most if the time it is Jeroen driving then, so we're safe ;)
